Falling between the cracks

When I was in college and barely making it, I had no problem with insurance for my daughter. Now that I supposedly have "made it" and have a good job, I've found that health insurance is out of my reach. I am right in the middle: I make too much to qualify for state health programs and too little to afford the insurance through work.

Who qualifies: Low-income residents age 65 and older, or 18 to 64 with a disability
Income restrictions: Annual income limits of $22,300/individual, $30,100/couple
The deal: ConnPACE becomes a wrap-around benefit to Part D with extensive coverage for participants, who pay a maximum copay of $16.25 per prescription at any point in the Medicare Part D benefit. ConnPACE pays for the monthly drug plan premium for each participant through Dec. 31, 2006, as well as costs prior to, during and after the coverage gap (except for the ConnPACE copay).
Cost to join: $30 per year

Delaware
Delaware Prescription Assistance Program (DPAP)

Who qualifies: Residents age 65 and older or disabled and qualified for SSDI benefits who don't have prescription drug coverage (excluding Medicare Part D plans)
Income restrictions: Annual income must not exceed 200 percent of the federal poverty level or have prescription costs that exceed 40 percent of annual income
The deal: The state's wrap-around program to Part D will cover up to $2,500 of a participant's yearly out-of-pocket costs in certain phases of the Part D benefit: monthly premium toward a basic level prescription drug plan, deductible (a beneficiary must pay either a $5 copay or 25 percent of a drug's cost in this phase), and coverage in the gap.
